Oracle Cloud ERP: Why “United States” Is Missing When Creating a Location
Sometimes an Oracle Cloud ERP issue looks like a missing setup—but the actual problem is much simpler.
Recently, I came across a situation where United States was not appearing in the Country LOV while creating a Location.
At first glance, you may start checking roles, data access, business units, legal entities, or geography hierarchy.
But there was a much simpler reason.
🔍 The Root Cause
Manage Territories Setup
In the Geography setup, the country:
US – United States
was marked as Obsolete.
Even though United States was present in the geography list and appeared to be enabled, the Obsolete flag caused Oracle to exclude it from the Country LOV.
🛠️ The Fix
Navigate to the geography/country setup and locate:
US → United States
Check the Obsolete column.
If it is selected:
☑ Obsolete → ☐ Obsolete
Save the change.
Then return to:
Oracle Cloud ERP → Manage Locations → Create Location
Refresh the page and open the Country LOV.
United States should now be available.
💡 Key Learning
When a country is missing from an Oracle Cloud ERP LOV, don't immediately assume that the country doesn't exist in the system.
Use this troubleshooting sequence:
Country missing from LOV
↓
Check Geography setup
↓
Find the country code
↓
Check Obsolete flag
↓
If Obsolete = Yes → correct it
↓
Save & refresh
↓
Check LOV again
⚠️ Don't overlook the “Obsolete” flag
This is one of those small configuration attributes that can create a surprisingly confusing functional issue.
The country may be:
Present in the geography setup
Correctly named
Correctly coded
Apparently enabled
…but if it is marked Obsolete, it may not be available where you expect it.

Before changing security, roles, or complex setups, always check the basic master-data attributes.
