The three-tier model includes the employment terms entity in addition to work relationship and assignment. The employment terms entity is positioned between the work relationship and assignment. Contract details can be included in both models.

- It is available for worker and non worker relationships
- Limited support or no support for Taleo and 3rd party integrations

So better to use 2-tier model.
