HCM- Can I create custom forms in HCM?
i.e Enquiry form to one of the HCM modules.
We can create ADF page and embed in Fusion but you cannot create as new page in SAAS unless we have PAAS

We can try and default or hide few fields from the UI using extensibility\page customizations and leave seeded workflows.
